What we know about him for now : 

He's Psycho's father. The man who died was in fact his brother, Psycho's uncle. Emilien gave him a mask with his face on it to appear like her father when facing Psycho, before he had to leave his family to go work with the BLU Team.
In the begining, he didn't recognize his daughter, and tried to kill her. But later, when he talked to her, she told him about her past, and he understood that Psycho was his missing daughter (he heard that his brother and his wife were murdered and that his daughter was missing)
